Last call: US Fulbright Program extends applications for its Humphrey graduate fellowship until July 8
The United States of America's Hubert H. Humphrey Fellowship Program, a 10-month engagement on leadership and public service, is accepting more applicants for the 2023 to 2024 edition until July 8.
On its website, Fulbright Philippines, the local office of the US government-backed institution that awards the fellowship, said the Humphrey fellowship program "fosters a mutual exchange of knowledge and understanding about issues of common concern in the United States and the Fellows’ home countries."
"The program develops leaders who will have 'multiplier effect' on their society," Fulbright Philippines said.
The fellowship caters to the following fields:

- Natural Resources, Environmental and Climate Change Policy
- Urban and Regional Planning
Democratic Institution Building
- Communications and Journalism
- Law and Human Rights
- International Religious Freedom
- Public Policy Analysis and Public Administration
- Trafficking in Persons Policy and Prevention
- Technology Policy and Management
- Human Resource Management
Education
- Educational Administration, Planning and Policy
- Higher Education Administration
- Teaching of English as a Foreign Language
Public Health
- Public Health Policy and Management
- HIV/AIDS Policy and Prevention
- Substance Abuse Education, Prevention, and Treatment
- Contagious and Infectious Diseases
To apply, one must submit the following documents:
- Completed online application form at https://apply.iie.org/huberthhumphrey
- Official or certified transcript of records from all colleges/universities attended
- Certified copy of diploma
- Two letters of reference (forms are found on the online application)
The fellowship provides for: tuition and fees; a monthly maintenance allowance; book and supplies; and round-trip international travel to the fellow’s English language center (when applicable), to the host institution, and to Washington, DC for a workshop.
"Supplementary funds are available for professional activities such as field trips or attendance at conferences," Fulbright Philippines noted.
The Humphrey Program was named after the late vice president and launched in 1978. It has since honored over 5,600 fellows.
Fulbright awards about 200 Humphrey fellowships from across the world annually. Thirteen major American universities host the fellows.
Four Filipinos were announced as fellows of the 2022 to 2023 edition last June 20.
The Fulbright Program, founded by US Senator J. William Fulbright in 1945, seeks to "bring a little more knowledge, a little more reason, and a little more compassion into world affairs and thereby increase the chance that nations will learn at last to live in peace and friendship." The Humphrey fellowship is just one of its many grants.
