Surigao Del Sur to declare a state of calamity
Surigao Del Sur Governor Alexander Pimentel said their province is set to declare a state of calamity to access their calamity fund following the devastation of typhoon Odette.
In an interview with PTV-4’s Laging Handa, Pimentel said their funds have already been affected by the pandemic.
"Kaya nagpatawag ako ngayon para magdeclare ng state of calamity kasi ang problema lahat ng LGUs kaunti nalang ang calamity fund dahil sa pandemic,” said Pimentel.
Pimentel said “Odette” has affected 140,237 in Surigao del Sur, with 45,403 families now in evacuation centers.
With electric poles damaged along with other structures, Pimentel said there remains no electricity in the province.
NDRRMC raises ‘Odette’ death toll to 156
The National Disaster Risk Reduction and Management Council (NDRRMC) has raised its official count of those who died from Typhoon Odette to 156, while verifying police reports that the casualty count has now reached 375.
The NDRRMC also reported 275 injured and 27 people as missing.
NDRRMC Spokesman Mark Timbal said in a press briefing that the agency is still verifying the names of those dead to avoid possible duplication in reporting.
“What we in the NDRRMC are more focused on now is the continuing strengthening of our preparedness and ensuring we could relocate many of our citizens from danger areas,” Timbal said.

1.8 million individuals affected by Typhoon Odette—DSWD
More than 1.8 million people were affected by Typhoon Odette after it ravaged entire communities in Visayas and Mindanao.
DSWD director Irene Dumlao during the Dec. 20 Laging Handa briefing of PTV said that 450,000 families in more than 3,000 Barangays in Region 5, Region 6, Region 7, Region 8, Region 9, Region 10, MIMAROPA, and CARAGA are now staying in evacuation centers.
Dumlao said the DSWD has extended P7.5 million worth of food packs so far to the affected individuals.
“Patuloy ang pamamahagi ng family food packs sa naapektuhang LGUs, at the same time ongoing pa rin ang karagdagang food pack sa ibat ibang field offices kabilang na dito sa National Resources Operation Center” Dumlao said.
Dumlao added that various DSWD field offices are coordinating with local disaster teams for the ongoing relief operations.
NGCP restores power transmission services to Cebu and Leyte/Samar islands, aims to restore power in Mindanao by Dec.25
The National Grid Corporation of the Philippines said that it has successfully energized the provinces of Samar, Cebu, and Leyte, today, Dec. 20.
The state grid operator said that assessment of the extent of damage in other parts of Leyte, Negros, and Bohol are still ongoing.
NGCP said that a total of 12 towers and 462 transmission structures were found to have been damaged by the typhoon.
NGCP said it has fully restored transmission services to the provinces of Capiz, Antique, Iloilo, Biliran, Camiguin, Misamis Oriental, Misamis Occidental, Lanao del Norte, Zamboanga del Sur, and Davao Oriental.
“Please note that this schedule refers only to transmission services, and not to distribution services or generating capacity. For complete restoration of power, all distribution and transmission facilities and sufficient generating capacity must be available. We defer to the Department of Energy and/or the National Electrification Authority for information on distribution and generation restoration,” NGCP said.

Pope Francis sent love and prayers to the Philippines, which is now dealing with the aftermath of Typhoon Odette (international name: Rai) that left hundreds dead, scores injured, and leveled entire communities in parts of Visayas and Mindanao.
“I express my closeness to the population of the Philippines, struck by a strong typhoon that has caused many deaths and destroyed so many homes,” the head of the Catholic Church wrote on Twitter.
Death toll due to Typhoon Odette hits 208
The death toll from the strongest typhoon to hit the Philippines this year has surged to 208, the national police said Monday, Dec. 20, making it one of the deadliest storms to hit the country in recent years.
At least 239 people were injured and 52 were missing after Typhoon Rai (Odette) ravaged the southern and central regions of the archipelago, the police tally showed.

PH reports only 203 new COVID-19 cases, as labs fail to submit data due to Odette
The DOH on Sunday, Dec. 19 has reported 203 new COVID-19 cases, the lowest to date this year and the lowest since the record-180 new infections on May 23, 2020—but only because four laboratories suspended operations and 41 labs failed to submit their data due to Typhoon Odette.
The country's total COVID-19 cases stood at over 2.8 million, with 9,700 still active.
Sunday also saw 64 new fatalities, bringing the COVID-19 death toll to over 50,700.
Some 395 individuals, meanwhile overcame the disease, as total recoveries stay at 2.7 million.
Most of PLDT-Smart's services in Odette-hit areas already back; Globe sets up more 'libreng tawag, libreng charging' stations
PLDT-Smart on Sunday, Dec. 19 announced that it has restored most of its wireless services in areas hit by Typhoon Odette.
In a statement, PLDT-Smart said that as of 9:00 a.m., 96% of its Mindanao wireless service has already returned. Remaining down sites are in Surigao del Norte, including Siargao, Misamis Oriental, and Dinagat Islands.
The telco giant added that its fixed service in Mindanao is 99% up, noting that six of its remaining nodes are still down "due to commercial power failure."
In Visayas, meanwhile, PLDT-Smart said 78% of its wireless service and 54% of its fixed service are already up. Major areas for restoration, it noted, are in Cebu, Bohol, Leyte, and Negros.
PLDT-Smart said the majority of Palawan has yet to be restored since several roads "are still not passable."
Globe, meanwhile, has set up more Libreng Tawag and Libreng Charging (LTLC) stations in Visayas and Mindanao for affected families to connect with their loved ones.

In a Dec. 19 statement, Globe said that it will also conduct relief efforts for some 10,000 families starting Dec. 20.

Odette kills 31, including 8 infants; brings zero agri damage: NDRRMC
Typhoon Odette left 31 people dead, including eight infants below a year old, in its wake, disaster officials reported on Dec. 19.
In its 8:00 a.m. situation report, the NDRRMC said that the 31 casualties included five females and four males. One individual remains missing, while three have sustained injuries.
The council said 181,500 families, comprising at least 706,000 individuals across 2,200 barangays, have been affected by the typhoon.
The NDRRMC noted that Odette did not bring any damage to agriculture, but it ravaged over 3,700 houses and two infrastructures. The estimated cost of infrastructure damage has yet to be published.
Some 488,000 individuals have been displaced from their homes. Of this figure, about 428,000 took refuge in at least 2,800 evacuation centers.
The council said some P2.6 million worth of assistance has been given to the Odette victims.
Odette leaves Philippine area of responsibility—PAGASA
Typhoon Odette exited the Philippine area of responsibility (PAR) Saturday afternoon, according to Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
In its social media pages, PAGASA announced that the typhoon, which affected over 330,000 individuals in parts of central and southern Philippines, left the PAR at 12:40 p.m.

In the weather bureau’s earlier bulletin, the typhoon may slightly intensify as it moves over the West Philippine Sea.
The destructive typhoon made several landfalls on Dec. 16, including in Dinagat Islands, Southern Leyte, areas in Bohol and Cebu, and on Dec. 17 in Negros Oriental and Palawan.
Typhoon Odette slightly intensifies as it heads to Kalayaan Islands
Odette is forecast to pass the vicinity of Kalayaan Islands today, Dec, 18, and it may slightly intensify as the typhoon moves over the West Philippine Sea.
As the typhoon gets exposed to increasing vertical wind shear and surge of the Northeast Monsoon, it will see a weakening trend beginning tomorrow, Dec. 19.
According to the 11 a.m. bulletin from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), Odette is forecast to move west northwest and may exit the Philippine area of responsibility in the morning or afternoon of Dec. 18.
As of 10 a.m., the center of the eye of Typhoon Odette was located 380 kilometers west northwest of Puerto Princesa City in Palawan or 155 kilometers east of Pag-asa Island with a maximum sustained winds of 155 kph.

Typhoon Odette slightly weakens after making landfall over Roxas, Palawan
Typhoon Odette is now slightly weakening after making landfall in Roxas in Palawan at 3:10pm, according to PAGASA.
PAGASA said that as of 4:00pm, Odette's center was located over the coastal waters of San Vicente.
It now has maximum sustained winds of 150 km/h near the center, gustiness of up to 205 km/h, and central pressure of 960 hPa. It's still moving westward at 25 km/h.
The state weather bureau has also lifted its Tropical Cyclone Wind Signal (TCWS) over several areas. Here's its updated list:

Odette maintains strength as it approaches Palawan
Typhoon Odette is maintaining its strength as it's about to hit land in Palawan.
In its 2:00pm update, PAGASA said that as of 1:00pm, the center of Odette was detected 130 km southwest of Cuyo or 155 km East Northeast of Puerto Princesa City.
PAGASA noted that Odette is packing maximum sustained winds of 155 km/h near the center, gustiness of up to 215 km/h, and central pressure of 955 hPa. It's moving westward at 25km/h.
The state weather bureau forecasts that Odette will exit the Philippine Area of Responsibility Saturday morning, if not early afternoon.
Globe, Smart issue advisories on restoring network signal in Typhoon Odette-affected areas
Telecoms Globe and Smart have issued advisories for subscribers in areas affected by Typhoon Odette who have been experiencing problems such as lack of network signal. Smart said they are “working hard to restore service as quickly as possible” in provinces struck by the typhoon. It added that subscribers in the following areas will receive emergency load assistance: Dinagat Islands, Surigao del Sur, Surigao del Norte, Bohol, Southern Leyte.
Globe, on the other hand, has said that its technical teams “have started restoration efforts in areas where it is safe to do so.” Its LTE and Broadband wireline, and GOMO services are up and available. The company said the outages were caused by multiple fiber cuts and lack of commercial power. Globe said it will release updates about restoration and relief efforts such as Libreng Tawag, Libreng Charging, and Libreng WiFi Stations soon.
Over 11,800 families affected by Typhoon Odette according to NDRRMC
Typhoon Odette has so far affected 11,859 families, the National Disaster Risk Reduction and Management Council said on its 8 a.m. update on Friday, Dec. 17.
According to the NDRRMC, these families are equivalent to at least 41,434 individuals who have been evacuated as the strongest typhoon to hit the Philippines in 2021 pummeled areas of Visayas and Mindanao.
These individuals are from 249 villages in Bicol, Western Visayas, Eastern Visayas, Northern Mindanao and the Caraga region, according to the national disaster agency.
There are about 192 evacuation facilities assisting 4,989 families or around 14,680 individuals, while the rest are currently taking shelter in the houses of their friends and relatives.
One dead as Typhoon Odette batters the Philippines
Typhoon Odette (international name Rai), the strongest typhoon to hit the Philippines this year, uprooted trees, toppled power lines and flooded villages as it barrelled across the archipelago Friday (Dec. 17), leaving at least one person dead.
More than 300,000 people fled their homes and beachfront resorts as the typhoon pummelled the southern and central regions of the country, knocking out communications in some areas and tearing roofs off buildings.
‘Odette’ passing over Sulu Sea, expected to hit Palawan Friday morning or afternoon
Typhoon Odette has started passing over the Sulu Sea, between Cuyo and Cagayancillo Islands in the morning of Dec. 17, Friday.
According to the 8 a.m. bulletin from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), Odette’s eye was seen 155 kilometers west southwest of Iloilo City or 90 kilometers southeast of Cuyo, Palawan.
PAGASA said the typhoon is moving generally westward and is forecast to make landfall in the vicinity of northern or central portion of Palawan on Friday morning or afternoon before it crosses the West Philippine Sea in the evening and the Kalayaan Islands on Saturday, Dec. 18.
“Odette may still see some slight weakening until it crosses Palawan, but it is forecast to remain as a typhoon. Re-intensification is likely once Odette emerges over the West Philippine Sea. However, continuous weakening may ensue beginning Sunday as the typhoon becomes exposed to increasing vertical wind shear and the surge of the Northeast Monsoon,” PAGASA added.

Odette ‘slightly weakens’ as it travels north of Bohol
Typhoon Odette is “slightly weakening” as it traverses the northern portion of Bohol, PAGASA said as of 8:36 PM on Dec. 16.
The eye of the typhoon was located over the coastal waters of Pres. Carlos P. Gacia, Bohol and is currently moving westward at 30 km/h. The 8 PM bulletin listed maximum sustained winds of 185 kph with gustiness of up to 255 kph.
PAGASA says it may “slightly weaken” as it crosses to Visayas and Palawan, but it is forecast to remain a typhoon. It’s expected to hit the northern or central part of Palawan on Dec. 17 afternoon before reaching the West Philippine Sea.

PAGASA warns of storm surge brought by Typhoon Odette
PAGASA on Thursday warned residents in low-lying coastal areas in several parts of Visayas, as well as a few areas in Palawan and Mindanao, about a "moderate to high risk" of storm surge of up to three meters.
PAGASA issued storm surge warnings to the low-lying coastal areas of Central Visayas, Iloilo, Guimaras, Negros Occidental, Southern Leyte, Dinagat Islands, Surigao del Norte, Surigao del Sur, Agusan del Norte, and several localities in the northern portion of Palawan including Calamian, Cuyo and Cagayancillo Islands, Antique, the southern portions of Samar and Eastern Samar, Leyte, and Misamis Oriental.
Odette makes 4th landfall in Southern Leyte
PAGASA has reported that as of 5:40 PM today, Odette has made its fourth landfall in Padre Burgos, Southern Leyte.

Odette makes third landfall in Panaon Island
Typhoon Odette made its third landfall in the vicinity of Liloan, Panaon Island in Southern Leyte (10.1N, 125.2E) at 4:50pm, according to PAGASA.
Odette had had its second landfall in the vicinity of Cagdianao, Dinagat Islands at 3:10pm.
Some 98,000 individuals evacuated prior to Typhoon Odette's landfall: NDRRMC
The National Disaster Risk Reduction and Management Council (NDRRMC) said over 26,000 families, comprising some 98,000 individuals, have been evacuated prior to Odette's landfall.
In its 3:00pm virtual briefing on Thursday, the NDRRMC said the evacuations took place in Regions VII, VIII, X, and CARAGA. The NDRRMC said there are no disruptions in communication lines just yet in the affected areas.
The NDRRMC added that even with COVID-19, it has enough supplies and funds for disaster response, aside from what's available in the local government units' calamity war chest.
Typhoon Odette makes landfall over Siargao
Typhoon Odette made its first landfall over Siargao in Surigao del Norte.
In its 2:00pm advisory, PAGASA said the center of Odette has been spotted in the vicinity of Siargao Island (9.9°N, 126.1°E) at around 1:30pm.
The typhoon has maximum sustained winds of 195 km/h, with gustiness of up to 240 km/h and central pressure of 915 hPa.
The state weather bureau forecast that Odette will continue moving west northwestward or westward and may make another landfall over Dinagat Islands this afternoon.
Odette could also cross several provinces in Central and Western Visayas regions before emerging over the Sulu Sea Friday morning, PAGASA said.
NAIA cancels over 100 flights due to Typhoon Odette
The Ninoy Aquino International Airport (NAIA) has canceled 113 flights due to Typhoon Odette.
At 1:45pm on Thursday, NAIA announced that there are a total of 56 arrivals and 57 departures already canceled, after adding seven more into the list.

Typhoon Odette intensifies further as it approaches Dinagat Islands and Siargao
Typhoon Odette is set to make its initial landfall within the vicinity of Siargao and Dinagat Islands between 1:00 and 3:00 p.m. on Thursday, Dec. 16 according to PAGASA
At 11 a.m., the center of Odette was estimated at 175 km East of Siargao City, Surigao del Norte (9.5°N, 127.1°E).
Here are the forecast positions of the typhoon based on PAGASA:
- 24 Hour (Tomorrow morning): Over the coastal waters of Cuyo, Palawan
- 48 Hour (Friday morning): 200 km East of Pag-asa Island, Kalayaan, Palawan
Signal No. 4 raised in some areas of Visayas and Mindanao
The Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) said in its 11 a.m. bulletin on Wednesday, Dec. 15, that Odette's maximum sustained winds increased to 120 kilometers per hour from 110 km/h, while its gustiness is now up to 150 kilometers per hour.
Typhoon Odette is expected to intensify further over the Philippine Sea before making its landfall in the CARAGA or Eastern Visayas region on Thursday afternoon or evening, December 16.
The PAGASA has raised Signal No. 4 in some areas of Visayas and Mindanao with “very destructive typhoon-force winds” are expected in the aforementioned areas within 12 hours.
