LIVE UPDATES: Filing of certificates of candidacy for the 2022 national elections
The week-long filing of certificates of candidacy for the upcoming national elections has started on Oct. 1.
Among the 77 national positions that are set to be contested include the president, vice president, 12 senators, and 63 party-list representatives.
From Oct. 1 to 8, the COC filing is taking place at the Sofitel Philippine Plaza Manila in Pasay City instead of the Commission on Elections in Manila to ensure that COVID protocols, including social distancing, are being followed. The deadline for the filing of substitutions, meanwhile, is on Nov. 15.

Harry Roque files COC for senator, hopes to be an ‘action man’ in the Senate

He delivered his last press briefing as presidential spokesperson on Nov. 15, where he announced his resignation and briefly talked about his plans to seek a seat in the Senate.
“Babalik po tayo sa larangan ng pulitika, babalik po tayo sa Kongreso ng Pilipinas doon po sa Kamara ng Senado,” he declared.
“Nagpaalam na po ako kay Presidente Rodrigo Roa Duterte at kay Mayor Inday Sara Duterte para sa panibagong hamon na aking haharapin. Mula sa pagiging inyong spox, nais ko pong maging “action man” sa Senado,” he added.
The former human rights lawyer is running for senator as a substitute candidate for Paolo Martelino. “Wala pong pagloloko dahil ‘yan po ay allowed sa ating batas. Kaya nga po antayin natin ang desisyon ng Kongreso, kung ano ang gagawin dito sa rule on substitutions. Sa ngayon po, ‘yan po ay legal,” he stressed.
Roque was supposed to vie for the same position in 2019, but he dropped his bid in February of the same year due to medical reasons.
Former NTF-ELCAC spox Antonio Parlade Jr seeks presidency
Retired Lieutenant General Antonio Parlade Jr. is running for president at the 2022 national elections.
Parlade, who was the former spokesman of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), said he will be running under the Katipunan ng Demokratikong Pilipino (KDP) to replace Antonio Valdes, who withdrew his candidacy on Saturday, Nov. 13.
However, Valdes was running as an independent candidate even if he’s a member of the KDP, as per COMELEC’s partial list of candidates.
Previously, COMELEC spokesperson James Jimenez reiterated that substitution is not allowed for independent candidates who has withdrawn their COC.
Parlade was the NTF-ELCAC spokesperson until he left weeks before his mandatory retirement from the military in July. He was named as the deputy director-general of the National Security Council in September.
Parlade has been involved in several red-tagging incidents with celebrities like Liza Soberano and Angel Locsin, among others.

Former PNP Chief Guillermo Eleazar files COC for senator via substitution
Retired Philippine National Police (PNP) Chief Guillermo Eleazar has filed his certificate of candidacy (COC) for senator via substitution on Monday, Nov. 15.

Eleazar personally formalized his candidacy for senator at the Commission on Elections (COMELEC) office in Intramuros, Manila. Eleazar, who’s running for senator under Sen. Panfilo Lacson’s Partido Para sa Demokratikong Repora, is substituting for PWD advocate Paolo Capino.
Capino announced his withdrawal from the senatorial race on Friday, Nov. 12, citing his low survey ranking.

Shamcey Supsup, Michelle Gumabao file party-list COCs
Beauty queens Shamcey Supsup and Michelle Gumabao have hung up their crowns and filed certificate of candidacies (COCs) for their respective party-lists.
Supsup, who serves as the national director for the Miss Universe Philippines pageant, filed a candidacy for the ARTE party-list.
Meanwhile, Gumabao joins Mocha Uson as second nominee of the Mothers for Change (MOCHA) party.

‘Ba-Go:’ Bato Dela Rosa to run as President with Bong Go as VP running mate
Senator Ronald "Bato" Dela Rosa has filed a certificate of candidacy (COC) to run as president after being dubbed the standard-bearer of the PDP-Laban party-list.
Bato, who famously said “shit happens” when a three-year-old was killed in President Duterte’s drug war in 2019, will run alongside Vice Presidential candidate Christopher “Bong” Go, who filed his COC a few days prior.
Per PDP-Laban Secretary Melvin Matibag dubbed their campaign tandem as "Ba-Go 2022."

Mocha Uson files candidacy for MOCHA party-list
Political blogger and staunch Duterte supporter Margaux "Mocha" Uson has filed a certificate of candidacy (COC) for the Mothers For Change (MOCHA) party-list during the last day of COC filing at the Sofitel Philippine Plaza Manila in Pasay City.
Uson serves as the party-list’s first nominee, with former volleyball player NTF-ELCAC ambassador Michele Gumabao as its second nominee.

Uson arrived at the COC filing area alongside fellow administration allies Salvador Panelo, who will run as Senator, Presidential Anti-Corruption Commission Chairman Greco Belgica, and PDP-Laban presidential candidate Ronald "Bato" Dela Rosa.
Uson was summoned by the National Bureau of Investigation (NBI) in May of 2020 for sharing on Facebook that the origin of Personal Protective Equipment (PPE) was distributed by the government when it was later verified to be donated by the SM Foundation. She has been dubbed by critics as the "Queen of Fake News".
Sen. Richard Gordon files COC for reelection
Senator Richard “Dick” Gordon is running for another term as senator in the 2022 National Elections.
Gordon’s certificate of candidacy (COC) was filed by his lawyer, Inky Reyes, under the Bagumbayan–Volunteers for a New Philippines (Bagumbayan–VNP) party-list.
Prior to his run for reelection, Gordon served as a senator since 2016. He also helms as the Chairman of the Senate Blue Ribbon Committee.

Gordon shared that he could not file his COC persinally because his wife is immunocompromised.
“Hindi naging madali ang desisyong ito, pero dahil nakikita natin na napakarami pa rin ang naghihirap, nagkakasakit at namamatay dahil sa kawalan ng mabilis ng aksyon ngayong pandemya, at nawalan ng trabaho, tayo ay nagdesisyong tumakbo muli,” he shared on Facebook with a photo of his COC.
Robin Padilla files COC to run as senator
Action star Robin Padilla has filed his certificate of candidacy to run as a senator.
The 51-year-old celebrity is under the PDP-Laban faction led by Secretary of Energy Alfonso Cusi. He and his brother Rommel took their oaths on Oct. 5.
The longtime Duterte advocate is a staunch supporter of the administration. He has since held the position of Strategic Communication (StratCom) Committee Chairperson for the Philippine Army Multi-Sectoral Advisory Board (PA MSAB) since July of 2020.

Actress Karla Estrada runs as party-list rep for Tingog Sinirangan
Film and TV actress Karla Estrada has filed her certificate of candidacy as the representative of Tingog Sinirangan party-list in the 2022 elections.
Tingog is a regional party-list based in Eastern Visayas. Estrada, who hails from Tacloban, is gunning for the group’s third seat in Congress. Tingog currently has two seats in Congress occupied by House Majority Leader and Leyte Rep. Martin Romualdez and Rep. Yedda Marie Romualdez.

Nora Aunor to run as party-list rep of NORAA
Entertainment icon Nora Aunor has filed her certificate of candidacy as party-list representative.
Aunor’s party-list is called National Organization for Responsive Advocacies for the Arts or NORAA.
The 68-year-old Aunor, dubbed as the Superstar, is an award-winning actress who has starred in may iconic films such as Himala (1982), Bona (1980), and Tatlong Taong Walang Diyos (1976).
Aunor came back to the Philippines in 2011 after staying in the United States for a number of years.

Ex-Department of Agriculture chief Manny Piñol joins the senate race
Former Agriculture secretary and Mindanao Development Authority (MDA) chairman Manny Piñol has filed his candidacy as senator under the Nationalist People’s Coalition, the same ticket of Senators Panfilo Lacson and Tito Sotto.
Piñol was appointed by President Duterte as secretary of the Department of Agriculture, where he served from 2016 to 2019. He then chaired the MDA from 2019 to October 2021, where he resigned to seek a spot in the senate.
“I am heeding the call of the agriculture and fisheries sector to be their voice in the Senate and to stand up and ensure their well-being against the deluge of anti-agriculture policies and legislations which had made life difficult for them,” he said in a statement.
Piñol has a long history in politics, starting as a mayor of M’lang town in Cotabato from 1995 to 1998, governor of Cotabato from 1998 to 2007, and vice governor of the same province from 2007 to 2010.

Veteran journalist and former Vice President Noli de Castro files candidacy for senator
Noli de Castro is running as senator after over a decade’s absence in politics.
Prior to becoming vice president of President Gloria Macapagal-Arroyo from 2004 to 2010, he ran for a senate seat in 2001, where he got the most votes.
On Oct. 7, De Castro bid farewell to his home network for decades, ABS-CBN, to get back in the political arena after more than a decade.

Former Senator Antonio Trillanes IV joins 2022 senatorial race
Antonio "Sonny" Trillanes IV is seeking a Senate comeback after working as a senator from 2007 to 2019.
Wearing a pink ribbon, he has filed his COC under the slate of Vice President Leni Robredo, who announced her presidential bid yesterday, Oct. 7. On Twitter, he previously shared his intent to run for Senator under the current VP and called it an honor.

Senator Leila de Lima seeks re-election
Senator Leila de Lima has filed her certificate of candidacy for senator through an authorized representative.
The senator, who is currently detained at the Philippine National Police Custodial Center due to her alleged involvement in the illegal drugs trade, has been in the Senate since 2016. De Limas has repeatedly denied involvement in the charges.
De Lima worked as the chairperson of the Commission on Human Rights from 2008 to 2010 before her stint as the Justice Secretary from 2010 to 2015.

Sherwin Gatchalian is seeking reelection for Senator in the May 2022 elections.
He has filed his COC today, Oct. 8. at the Garden Harbor Tent of Hotel Sofitel in Pasay City.

Gatchalian, who was elected to the senate in 2016, is the chairman of the Senate Energy Committee. Should he be re-elected for another term, he said he would focus on helping address education and economic issues.

Pangilinan was initially included in the Liberal Party's senatorial lineup for the upcoming elections, alongside Senator Leila De Lima and former senator Bam Aquino. However, he shared he wanted to focus on campaigning for Robredo instead.

COMELEC has set has Nov. 15 as the deadline of substitution of party-list nominees.
“In case of substitution of Party-List Nominees by reason of withdrawal, the deadline is on November 15, 2021. However, if it’s by reason of death or incapacity, substitution is allowed until mid-day of election day,” said Comelec spokesperson James Jimenez said.
Vice President Leni Robredo files COC for 2022 presidential bid
Hours after announcing her plan to run as president in next year’s elections, vice president Leni Robredo has formally filed her certificate of candidacy at Comelec today, 3 pm.
The 56-year-old widow launched her presidential bid early today in her office at the Quezon City Reception House. She wore a blue blouse with a pink ribbon, ditching the previous yellow motif of the Liberal Party that has long been publicly maligned.
Robredo’s presidential candidacy has been previously endorsed by 1Sambayan.
She is set to announce her vice presidential running mate this afternoon, 4 pm.

Ex-VP Binay to run as senator
Former vice president Jejomary Binay has filed his certificate of candidacy to run as senator under the party United Nationalist Alliance.
In a press statement given to the press, Binay said that his first priority should he be elected is to help Filipinos affected by the coronavirus pandemic.
“We learned during this pandemic how the people have been deeply neglected. We need to fix this. The first priority should be helping the 4 million Filipinos who lost their jobs, the over three million families who are experiencing hunger, and the thousands of small businesses who had no choice but to close down,” said Binay.
Binay was the country’s vice president during the term of president Benigno “Noynoy” Aquino III.
He was a member of Aquino’s cabinet, before giving up his post to run for president in 2016, which was won by incumbent president Rodrigo Duterte.
In 2019, he ran for a congressional seat in Makati’s first district but lost to Kid Peña.
Bayan Muna files party-list bid
Progressive leftist group Bayan Muna has launched its certificate of nomination and acceptance (CONA) for the 2022 elections.
Activist Teodoro Casiño filed the CONA as the group’s first nominee. He was previously Bayan Muna’s representative from 2004-2013.
The group curently has three seats in Congress.

Chel Diokno joins 2022 senatorial race
Human rights lawyer Chel Diokno has filed his certificate of candidacy as senator, marking his second attempt for the office after losing in 2019.
Diokno, who ran under Otso Diretso in the previous elections, will now run under the newly formed Katipunan ng Nagkaisang Pilipino (KNP).

Diokno said the KNP is made up of young public servants and progressive young Filipinos.
Diokno serves as the chair of the Free Legal Assistance Group and is the founding dean of the De La Salle University College of Law. He is also the son of the late former Sen. Jose Diokno, who fought the dictatorship during Martial Law and is a human rights defender.
Neri Colmenares file COC for senator
Human rights lawyer and activist Neri Colmenares has filed his certificate of candidacy for his senatorial bid in 2022.
Colmenares served as the party-list representative of Bayan Muna from 2009-2016. He ran for senator in 2016 and 2019 and lost both times.
He has authored a number of bills as party-list representative such as the law requiring SMS warnings during natural calamities, the law creating special election precincts for persons with disabilities, as well as the anti-torture law.
Broadcaster to run for senator under Isko Moreno’s party
Education entrepreneur and broadcaster Carl Balita has filed his candidacy for senator on Oct. 7.
Balita, who has his own radio program on Teleradyo, will run under presidential aspirant Manila Mayor Isko Moreno’s party Aksyon Demokratiko. Aside from the radio host, civic leader Samira Gutoc is also part of the party’s senatorial slate.
"I offer my experience in leading quality organizations, my higher education, the network I have built across critical sectors and my willingness to find meanings in the experiences of the most vulnerable sectors hit by this pandemic disruption," he said after filing his COC in Sofitel Plaza.
Balita is known for establishing the Carl Balita Review Center with 120 branches nationwide and overseas.
He is also a registered midwife and registered nurse.

Sen. Joel Villanueva files reelection bid as an independent
Sen. Joel Villanueve has filed his certificate of candidacy for his reelection campaign as senator.
Villanueva, who arrived at Sofitel around 2:30 pm, will be running as an independent.
Villanueva ranked second in the 2016 senatorial polls. He was also a former director general of the Technical Education and Skills Development Authority from 2010 until 2015 and a three-term party-list representative from 2001 to 2010.

Former QC Mayor Herbert Bautista eyes Senate seat
Former Quezon City mayor Herbert “Bistek” Bautista filed his certificate of candidacy for senator in the 2022 elections.
Bautista will be running under the Nationalist People’s Coalition (NPC) and will be part of Lacson and Sotto’s senatorial slate.
“Bistek” is an actor and politician who served as Mayor of Quezon City from 2010 to 2019. This senatorial run will be his first foray into national politics.

Senators Ping Lacson and Tito Sotto make their bid for president, VP official
Senators Panfilo “Ping” Lacson and Vicente “Tito” Sotto III have filed their COCs for president and vice president, respectively.
The two lawmakers arrived at Sofitel Plaza in Pasay City at 11 AM, formalizing their bids after right after presidential aspirant Bongbong Marcos filed his.
The tandem is running under Partido Reporma and was the first to launch their candidacies for the top two posts on Sept. 8.
Lacson has 18 years of Senate experience, while Sotto has 24 years. The tandem were the principal authors behind the controversial Anti-Terrorism Act of 2020.
“We have been turning legislation after legislation. There is much to be desired on how it has to be executed. If we hold the reins of the executive department, we would be able to execute it well,” Sotto said about the tandem.
Late dictator’s son Bongbong Marcos joins presidential race
Former senator Bongbong Marcos, son of late dictator Ferdinand Marcos, has filed his certificate of candidacy for president in the 2022 elections.
Marcos will be running under Partido Federal and has yet to announce his running mate. He told members of the press that there were plans of adopting President Rodrigo Duterte as his VP.
He also denied negotiations to get Sara Duterte-Carpio as his running mate.
Marcos added that he is open to partnering with VP aspirant Sen. Bong Go.
In the 2016 elections, the ex-senator ran for vice president and lost to current VP Leni Robredo.
When asked if he’s ready to go head-to-head again with Robredo, Marcos said, “There is no fight between me and Leni. I would not file my COC if I was not ready to campaign.”

Migz Zubiri files COC for senate reelection
Senator Juan Miguel “Migz” Zubiri has filed his certificate of candidacy to run for senate reelection in the 2022 national elections.
Zubiri, accompanied by his wife Aubrey, appeared at the Sofitel Hotel in Pasay City to seek his second six-year term as senator.

Zubiri was elected as Senate Majority Leader of the 17th Congress in 2018.
Zubiri was first elected as senator in 2007 and was supposed to serve until 2013. However, he resigned from his post in 2011 due to election fraud allegations.
He also served as the representative of Bukidnon’s third district from 1998 to 2007.
Mark Villar seeks Senate seat
Former Department of Public Works and Highways (DPWH) Secretary Mark Villar has filed his certificate of candidacy to run for senator on Wednesday, Oct. 6.
Villar appeared personally arrived at the Sofitel Hotel in Pasay City to formalize his senate bid. He will be running under the Nacionalista Party.

The former DPWH secretary announced his resignation on Monday, Oct. 4, after five years of service.
Villar was among the senatorial aspirants included in PDP-Laban's faction led by Energy Secretary Alfonso Cusi.

COMELEC spokesperson James Jimenez previously noted in an Oct. 1 mid-day briefing that while the political aspirants’ COCs have been accepted, those “who have filed their COC without a bonafide intention to run for office, who have filed their COC to cause mockery to the election system, and people who have filed their COC with the intention of misleading the public” will be declared as a nuisance candidate for the 2022 polls.

Former president Gloria Macapagal Arroyo will seek a return as Pampanga representative after she previously declared that she will retire from politics in 2019.
Arroyo has filed her certificate of candidacy for the province’s second district, her son, Rep. Mikey Arroyo confirmed to The STAR.

The former president chose to file her certificate of candidacy through proxy, citing the rise of COVID-19 cases.
Before serving as the country’s president from 2001 to 2010, she was the vice president from 1998 to 2001, and senator from 1992 to 1998.
Arroyo also served as the 25th Speaker of the House of Representatives of the Philippines from July 2018 to June 2019.
Manila Mayor Isko Moreno and Dr. Willie file COCs for president, vice president
Manila Mayor Isko Moreno filed his candidacy for president on Oct. 4, which he said in a statement coincides with the Feast of St. Francis of Assisi and the birthday of the late That’s Entertainment host German Moreno, whom the mayor considered as a mentor.
Moreno edged former President Joseph Estrada’s re-election as mayor of in 2019. Prior to this post, he was a three-term councilor of Manila from 1998 to 2007, vice mayor from 2007 to 2016. He also sought for a Senate seat in 2016 but lost.
In July, Moreno (with Sara Duterte) topped the Pulse Asia survey for first-choice presidential preferences.
On Sept. 22, Moreno formally announced his presidential bid, with Dr. Willie Ong as his running mate for vice president. They will both run under the Aksyon Demokratiko political party.
Ong filed his candidacy together with his running mate, Manila Mayor Isko Moreno.
Ong, who almost snagged a Senate seat during the 2019 midterm elections, is an internist and cardiologist with a masters degree in public health. He previously campaigned under the Lakas-Christian Muslim Democrats, but is now running under Aksyon Demokratiko.
He was a consultant at the Department of Health from 2010 to 2014.
He has a massive following on social media —over 16 million on Facebook and more than 2 million on YouTube—where he gives out health and medical tips. He started as a medical columnist for The Philippine STAR and now holds a column for Pilipino Star Ngayon.

Solis is a mining supervisor from Baguio City. He promised to revitalize the country’s economy as he filed his candidacy at Sofitel Manila in Pasay City.

Jinggoy Estrada filed his candidacy for senator under Pwersa ng Masang Pilipino on Sunday, Oct. 3.
The former senator was seen signing his “integrity pledge” after filing.
Estrada is the son of former president Joseph Ejercito Estrada. Before serving as a senator from 2004 to 2016, he was elected as San Juan City Vice Mayor in 1988, Mayor in 1992, and served until 2001.

Senator Bong Go filed his certificate of candidacy for vice president under PDP-Laban on Saturday, Oct. 2.
"Hindi ako magiging spare tire lamang," said Go in a statement.
Jonvic Remulla files COC for Cavite Governor reelection
Incumbent Cavite Governor Juanito Victor “Jonvic” Remulla has filed his certificate of candidacy to run for reelection in the 2022 polls.
Remulla has been governor since 2019, defeating then incumbent Governor Ayong Maliksi. Remulla previously held the position for two terms, from 2010 to 2013, and 2013 to 2016.
He also served as vice governor and member of the provincial board. He is a son of former governor Juanito Remulla Sr. He began his political career in 1995 as board member of the second district of Cavite.
Risa Hontiveros files COC for Senate reelection
Sen. Risa Hontiveros appeared personally at the Sofitel Hotel in Pasay City to file her certificate of candidacy for senate reelection next year.
Hontiveros chairs the Senate Committe on Women, Children and Family Relations and has advocated for the right of women and LGBT as a lawmaker.
She is an opposition senator under the Liberal Party who has opposed the Duterte administration’s drug war.
After serving as a party-list representative for Akbayan from 2004 - 2010, she had two failed bids for the Senate in 2010 and 2013 before eventually winning a seat in 2016.

Chiz Escudero back in the senatorial race
Apart from Loren Legarda, Sorsogon Governor Chiz Escudero is also seeking reelection for senator in the upcoming polls.
Joining Legarda under the banner of the National People’s Coalition, he filed his certificate of candidacy through his lawyer George Garcia.

Escudero served as senator for two terms—from 2007 to 2019. Among his advocacies, as per the Senate of the Philippines, are good governance, education, agriculture, electoral reforms, justice, and human rights.
Loren Legarda files certificate of candidacy for senator
House Deputy Speaker and Antique Rep. Loren Legarda is seeking a Senate comeback next year.
She has filed her certificate of candidacy for senator under the Nationalist People’s Coalition headed by Senator Panfilo Lacson and Senate President Vicente Sotto III.
Legarda is looking to focus on the same advocacies and commitments she has long been making for the Filipino people as a public official. “Hindi lang sa paggawa ng mahahalagang mga batas ayon sa pandemic recovery, kundi na rin yung marunong tumugon sa pangangailangan ng kalusugan, pangkabuhayan, at edukasyon,” she said in a speech.
Legarda topped the Senate race twice: in 1998 (with over 15 million votes) and 2007 (with over 18 million votes). According to the Senate of the Philippines, she “is the only woman to become Senate majority leader.”
Vico Sotto files COC for reelection as Pasig City mayor
Pasig City Mayor Vico Sotto has filed his COC for reelection, alongside his running mate, former Rep. Dodot Jaworski Jr.
“Panahon man ng pulitika o hindi, uunahin natin ang trabaho,” he wrote in a Facebook post.
“Simula 2019, ang laki na ng pagbabagong naipakilala natin sa Pasig. Sa pagbubukas pa lang ng procurement/bidding, nasa 1 BILYON PISO KADA TAON ang binaba ng mga presyo ng mga binibili/pinapagawa ng LGU,” he recalled.
Sotto, however, acknowledged that it’s been challenging to push through with different projects due to the COVID-19 pandemic. “Nine months lang ako naging mayor sa normal na sitwasyon,” he wrote. “Kaya sa susunod na term, magtulungan tayo para bawiin ang oras na ninakaw sa atin ng COVID-19.”
“Nandiyan na 'yung mga reporma. Iba na ngayon. Paiigtingin na lang natin at sisiguraduhin na damang dama ng bawat Pasigueño ang mas pinabubuting serbisyo ng pamahalaang lungsod,” he continued.
As he filed his COC at the COMELEC office in Pasig City, he was accompanied by his father Vic Sotto and mother Coney Reyes.
In the 2019 midterm elections, he put the 27-year rule of the Eusebio family to an end in Pasig City when he was elected as its mayor.
Pacquiao files his certificate of candidacy for president, but not under PDP-Laban

Prior to his move, he was seen praying with his family and Christian pastors for guidance.

Pacquiao officially accepted the nomination by PDP-Laban as its presidential candidate during the group’s national assembly held on Sept. 19. “I am a fighter, and I will always be a fighter inside and outside the ring. Sa buong buhay ko, wala akong laban na inaatrasan dahil sa ngalan ng prinsipyo, karangalan ng bayan ay tumayo ako, nanindigan, at nakikipaglaban,” he said.
However, he ended up filing his COC as the official presidential candidate of the Progressive Movement for the Devolution of Initiative (Promdi) instead of PDP-Laban due to some issues.
If elected, an anti-corruption platform would be one of his priorities. “Sa mga nanunungkulan sa ating pamahalaan na patuloy na nagsasamantala at nagnanakaw sa kaban ng bayan, malapit na kayong magsama-sama sa kulungan,” he said. “Your time is up.”
Just recently, the boxing legend announced his retirement from the sport, expressing his heartfelt gratitude to everyone who has supported him in his boxing career.
