Disturbing video of puppies being fed to snakes did not happen in Carmen, Cebu—Police

Carmen Police Station in Cebu has found that the disturbing video of puppies being fed to snakes did not take place in the town. A certain "Emma Pepito," who is allegedly involved in the incident, was also revealed to be not a Carmen resident.

"Initial investigation revealed that such name 'Emma Pepito' is not a resident of Carmen, Cebu. The alleged places of incidents were also checked in coordination with Barangay Captains and with the local populace, proving that no incident transpired," the police said in a Facebook post.

Carmen police are also looking into the social media post to trace its origins.

"Rest assured that PNP Carmen will not stop until we find the truth and put the perpetrators in jail."

On July 27, one Facebook user tagged Pepito in a post alleging that she posted a story where puppies are fed to snakes. The user said that the perpetrator might have been from Carmen.

Animal advocate group Island Rescue Organization has issued a statement saying they are closely looking into the incident.

"We are working closely on addressing the concerning reports regarding the alleged feeding of adopted puppies to a snake in Carmen."

It also emphasized the importance of caution in the adoption process for cats and dogs.

"A thorough adoption process must be imposed to ensure the welfare of these animals. This is one act of animal cruelty, feeding live animals," the statement read.

Republic Act No. 10631, or the Animal Welfare Act, states that it is "unlawful for any person to torture any animal, to neglect to provide adequate care, sustenance of shelter, or maltreat any animal or to subject any dog or horse to dogfights or horsefights, kill or cause or procure to be tortured or deprived of adequate care, sustenance or shelter, or maltreat or use the same in research or experiments not expressly authorized by the Committee on Animal Welfare."

Any person who subjects any animal to cruelty, maltreatment, or neglect shall be punished by imprisonment and/or fine.
