The Philippine passport had weakened in its ranking in the list of the world’s most powerful passports for 2025.

The Henley Passport Index had placed the country in the 75th spot, which is two places lower than its previous ranking of 73rd. The passport currently allows travelers access to up to 67 countries globally without a visa.

Meanwhile, Singapore once again retained its status of having the most powerful passport in the world, having visa-free access to a total of 195 countries.

Japan took the second spot with access to 192 destinations, while Finland, France, Germany, Italy, South Korea, and Spain shared the third spot with visa-free access to 191.

Austria, Denmark, Ireland, Luxembourg, Netherlands, Norway, and Sweden are meanwhile ranked fourth with access to 191 countries while Belgium, New Zealand, Portugal, Switzerland, and the United Kingdom are in fifth with access to 190 destinations.

Below is the list of the countries included in the Top 10:

  1. Singapore (195 destinations)
  2. Japan (193)
  3. France, Germany, Italy, Spain, Finland, South Korea (192)
  4. Austria, Denmark, Ireland, Luxembourg, Netherlands, Sweden, Norway (191)
  5. Belgium, New Zealand, Portugal, Switzerland, United Kingdom (190)
  6. Greece, Australia (189)
  7. Canada, Poland, Malta (188)
  8. Hungary, Czechia (187)
  9. Estonia, United States (186)
  10. Lithuania, Latvia, Slovenia, United Arab Emirates (185)

This marks Singapore’s fifth time placing first, as it previously topped the list in 2019, 2021, 2022, and 2024. In the openness index, the city-state ranked 14th, permitting 164 out of 198 other nationalities to enter without a visa.

The passport index is based on data from the International Air Transport Association, analyzing 199 countries and 227 destinations. Countries earn one point for every destination they can visit visa-free.

This also applies if citizens can obtain a visa on arrival, a visitor's permit, or an electronic travel authority when entering the destination.

No points will be applied for destinations where a visa is required, or the passport holder has to obtain a government-approved e-visa before departure.
