NBI sues Alice Guo and family for falsification, violations of Anti-Dummy Law
The National Bureau of Investigation (NBI) has taken legal action against dismissed Bamban mayor Alice Guo and four other family members for falsifying their identities and violating the Anti-Dummy Law.
The bureau filed the complaints against Guo, her parents Jiang Zhong Guo and Lin Wenyi, and her siblings Shiela and Siemen Guo with the Department of Justice after they were found to have bought four parcels of land for their 3Lin-Q Farm in Mangatarem, Pangasinan through illegal means.
"They misrepresented themselves as Filipino citizens when the NBI was able to sufficiently establish that they are Chinese citizens based on forensic examination of the fingerprints appearing in various documents, documents from the Department of Foreign Affairs, Bureau of Immigration," NBI spokesperson Ferdinand Lavin told reporters.
"There is a whole difference of laws covering foreign corporations. Pinalabas nila dito na sila ay Filipino corporation with 65% ownership," he added.
Lavin explained that the Guos have falsified the Articles of Incorporation, the Secretary's Certificate, and the General Information Sheet.
With this, the NBI will be proceeding with a criminal forfeiture case against the family, where the government seizes assets that are used or acquired illegally.
Guo faces another legal challenge, adding to the multiple cases against her for alleged POGO ties and espionage
Authorities, led by the Presidential Anti-Organized Crime Commission (PAOCC), previously filed a criminal complaint against Guo and 13 others for their connection to a POGO hub involved in alleged human trafficking and scams.
She and 35 other individuals were also charged with 87 counts of money laundering by the NBI, the PAOCC, and the Anti-Money Laundering Council. Another case was filed against Alice by the Bureau of Internal Revenue for tax evasion.
Guo, who has had her passport canceled, remains insistent on her Filipino identity and has vehemently denied that she is a Chinese spy despite authorities discovering discrepancies in several documents involving her, as well as holes in her stories.
These include documents alleging she's a Chinese national whose real name is Guo Hua Ping. The NBI also found that there's a third "Alice Guo" who applied for an NBI Clearance.
Amid these challenges, Guo had planned to run in next year's elections but changed her mind as she wanted to prioritize the issues she is currently facing.
"Haharapin ko muna ['yung mga] accusations po sa akin, linisin ko po muna yung sarili ko para maging fair din po para sa mga constituents ko po na minamahal ko po," she said.
She had been serving as mayor of the Tarlac municipality until she was dismissed by the Office of the Ombudsman from the position due to "grave misconduct" in connection with the alleged illegal activities of POGO hubs in her town.
